You can't set grand Magic design laws over something that has happened one time, especially if you don't know the reason. It's more likely that they just wanted Negate in the format more than Essence Scatter.
this keyword does have two different versions. This is the version that goes on non-permanents, there's an etb trigger for the one that goes on permanents.

Aren't creatures easier to answer than spells? Negate is a much better spell than Remove Soul.
Using "resolves" lets you print it on cards that don't target creatures, and lets you cast those without there being a creature on the battlefield.
I thought this had better reminder text before--I don't like seeing "resolves" on a common, even in reminder text
Soul pierce is never getting printed in an environment with good general counterspells
