The urza cards were only broken because of storm and High Tide. Neither would apply here.
As a free 3/3 this isn't very powerful (and probably won't happen turn 4). It's a little more worrisom to me as a way to untap all your guys. I'll probably ship it to uncommon even though I'll have to struggle to find another convoke card to replace it.
Also, ravnica convoke was a much more linear strategy than what I have here (Scatter the Seeds, Fists of Ironwood, and Bramble Elemental being the key supporters).
more likely it should be moved to uncommon--free spells are dangerous, and this reminds me of the urza's free spells--obviously not as powerful, but still concerning
(then again, I didn't play with convoke in ravnica and don't know if they had such enablers)
Went back to old wording with "You may ... on up to one target creatures". It's janky, but I guess it does what you expect most when you expect it to happen.
