This is a little cheaper than this effect has been available before. Simic Guildmage required the Aura to be moving between two creatures with the same controller; Kitsune Mystic needed two Auras on it before it could move any.
Aha, now it's a 3 / 5 damage spell like Brimstone Volley, but with the ability to split it among two different creatures. Much more sensible. Still a lot better than Swelter, but as jmg points out, people don't like Swelter very much.
