Haha! I have no idea why, but my mind ran to Fallen Empires instead of the Spellbombs, too. Oh, I see what threw me now. The last ability is Implements of Sacrifice.
But, yes, good. Kind of makes me want an artifact that cost , sac'd for and modal'ed all the Fallen Empires 'implements'. Mind you, I wouldn't want to read that card, but I'd love to play with it.
It's actually reminiscent of Sunbeam Spellbomb. You get either the life or the card, but with one more choice. Since Sunbeam was one of the worse of the spellbombs it seems fine from that point of view. See also Scroll of Avacyn.
It's also something like a Pentad Prism in that it costs you 2 mana, gives you 2 mana, but you can split it across turns to get a little acceleration. Not as much as Pentad offers, but more than Sunbeam Spellbomb offers.
It's pretty nice. It's a bit like Chromatic Star or Terrarion, except you only get either the mana or the card. So I don't think it's overpowered, but the flexibility makes it nice.
Hmm. It's a colour-fixing 1-mana boost; that you can cycle away instead late game, or gain a decent chunk of life from.
Come to think of it, just the life obsolete a good number of life-gain artifacts. But since it's life-gain, no-one cares. And fallen-empires was crap anyway.
Probably too good though. It trumps a few too many mana artifacts too; while having lots of other options.
