@dude1818 You’re right that it could be mono red, but it doesn’t need to be. Copying spells is also primary in blue. Colors serve as ways to restrict access to cards, and in this case, I don’t want a mono-red deck to be able to cast the card. I appreciate the feedback but I’m pretty set on this one

Copying spells and impulse draw are both primary in red. This should be mono red
Both copying spells and exile-matters (casting things from exile, counting things in exile) are blue mechanics. Red technically can copy spells circumstantially, but considering that blue is better at it and that UR is the exile-matters archetype in this set, it makes sense to make it blue. Also, you can't beat the name!

By the time this trigger goes on the stack, the sacrificed permanent is already in the graveyard, which would make it a legal target for the ability. Typically the reason this kind of ability wouldn't target is so that your opponent can't respond by exiling the card you're trying to get back
