This route uses reputation as a threshold mechanic. I'm not entirely sure what threshold for reputation feels right. 3 is elegant but seems like it could be too low. Maybe 4 or 5?

The way I'm imagining this, there would be a main set that establishes the setting of Planescape and the main themes and mechanics laid out here. Then there would be two expansion sets that gets into factions and more multicolor stuff (without just recreating Ravnica). That's thinking ahead a lot and I need to properly figure out this main set first though. This set is more for fundamentally defining the setting and the "legendary" theme.
