This route uses reputation as a threshold mechanic. I'm not entirely sure what threshold for reputation feels right. 3 is elegant but seems like it could be too low. Maybe 4 or 5?

Well, the beauty of it is that you can use it in many different ways.

3 is fine, IMO. That's not a small number of creatures, let alone unique legendary creatures.

Keep in mind too that in this set, there will be legendary lands, planeswalkers, and legendary enchantment sagas that would count toward your reputation as well. So in the "build around me" legendary thing, it's not too hard to get reputation.

I'm having a little trouble feeling out balancing this card idea atm though.
