Oooh. Interesting. I actually think this is a fine way to do Control Magic at common if you have a pressing reason to do so. See my Geass of Desertion, in a set where the (Blue-red archetype) is themed around control change effects.
Solitary/Befoul overlap.
Could be white, but befoul is more of a blue mechanic, either way seems fine to me.
If we go strongly by precedent then is not fine since it's strictly better Night's Whisper and that card is already solid. seems plausible since it's like better Sign in Blood when used on yourself but it loses the mode to target your opponent with it - how minor that mode is to be considered is up for debate.
If we start considering scrying, to me it makes me think of Read the Bones - maybe even a reprint of it would do? This depends really on what specific purpose / role the card is to fulfill. Like for example how splashable it's intended to be for limited archetypes - or is it to be more of "monocolor reward" - in which case whether it has double- in its cost or not is relevant.
Does it count itself? It if doesn't, it should say "another" obviously and if it does, then I would word it as "When ~ or another creature ETBs..." (Aetherstorm Roc for example but really just any creature with this type of effect - used to clear these kind of wordings although technically not necessary).
Peculiar design, these type of symmetrical effects seem to be pretty heavily avoided by WotC these days.
Yeah, not my favorite from among the seed cards. It doesn't feel like just adapting the cost can fix this unless or is just fine.
Maybe adding Scry into the mix, but it loses some elegance that way.
I like the "Lose life unless low on life"-thing this does though.
Colorshifted Divination, except strictly worse. Usually on this front of card draw, black beats out blue by its efficiency in getting a discount with drawbacks. Compounded by the fact that Divination is a card that has been sidelined several times as is (in that strictly betters of it already exist; Field Research, Jace's Triumph, Winged Words, etc), just make this feel kinda sad.
That aside, shouldn't this say "...you lose 2 life" not "... you lose two life"? (Sign in Blood and the like for example)
Mutants for the inevitable tribal cards to care about, but also featuring a large-size theme to go with it.

REPRINT: Incurable Ogre
Two things I love: Reprints getting recontextualized and vanilla creatures in relevant tribes.
I see a problem now - no creatures at all? Why not one creature?
Asking for a friend.
There you go. Penecilin reference.
I like handing out cross-color tokens that don't violate the color pie mechanically.
Wrath effect of the set.
No quarter to Phyrexia.
Going back and forth between one token for five and two tokens for six.
Destroying non-Germ creatures? Boost Germs and Carriers?
