I like the effect too. And I like this nebulous wording, since I think most people would get it right anyway, and I would love to see more cards do things "whenever you want". That said, I'm guessing the correct wording is "whenever you could cast an instant". It doesn't read as clean, but it pretty much does what you want it to do without requiring any more clarification.

While I think the mechanic is common worthy, the first time that mechanic appeared it would be printed as an uncommon or higher--For its novelty, for the rules confusion, and to test the water with players. Obviously, this is your set and you do what you want. Just thought it was worth noting.]
The phrasing on it might be a bit weird at first glance, as I'm sure some people will try to argue that you should be able to return it while a spell is resolving, rather than when you have priority. Is that supposed to be the case? Because that is a whole big can of worms that will probably break the game in half.
The other possible pain point is that there's no good way to keep track of this other than keeping it in a separate pile.
But I like the effect. It's not too different from an enchantment with the same effect with a sacrifice ability, though.

That's an interesting idea, but it does seem counterproductive indeed. I mean, maybe tucked into a commander product or whatever, but otherwise it's just weird that you would have a card that only want one or two copies of and you wouldn't want to touch any other cards with the said mechanic either.

I'd actually like this better if it was "You lose 1 life for each card you own in exile" and maybe cost 1 less, making playing multiples of this card inherently risky. Though I guess if you're focusing on building a delve-centric archetype that might be a little counterproductive...

In an normal set I would red-flag this. As opposed to many other things you can count at common, hand-size fluctuates easily.
It's pobably a good idea to not change toughness if you really want this at common.

Might be because they would want it for their Death's Shadow decks though I'm hoping it's because it's so resonant.
