I would personally add some sort "(Put them back in the same order. / Don't rearrange them)" reminder text there. Is there a precedent for an effect to look at more than one card from top of deck and not manipulate them? Just wondering if some sort of reminder text might already be feature in such a card.

It seems... really "busy" for a common - lots of moving parts. "You lose 2 life" rider also feels pretty weird in monoblue as does looting in black. I find it questionable.

Lower mana value instant speed Blood Divination/Vivisection.

There is a lot of room for balance, but I want to try this as a three-mana instant with high color devotion - and hybrids lend themselves to high devotion designs.
