I don't understand the goal behind this card. What are you trying to accomplish?
They are both right. It's a built-in weakness for black to be unable to deal with artifacts and enchantments, even its own.
No, black explicitly can't destroy or exile artifacts. White, Red and Green can destroy and exile artifacts. Black explicitly isn't supposed to be able to affect non creature artifacts without splashing another colour or using artifacts of it's own.
Yeah that was my first though too... I'm super into this kind of costing (one mana of any color and a hybrid) because it could be cool, but this is out of color totally.

This isn't in color. Only blue tends to get "can't be blocked" without any qualifications.
Yowsers. Presumably you use this to untap something scary while leaving a pointless myr tapped? You'd need SO many Mana Vault for this to pay off in its obvious mode. What artifacts are you thinking of that ave a useful mode as well as a mana mode?

For what it's worth, this spell actually is good in Commander. It makes it so a Commander can't be cast multiple times in one game, as long as the enchantment is sitting around. Not to mention that many Commander decks feature recursion... creatures that keep getting recast, or spells with buyback like Capsize for example.
It doesn't go in every Commander deck. But I could see it being used to shut down strategies in a control deck, sure.

Ok; white gets this kind of denial. This seems a pretty weak version of it, and it is fine.
But.. a commander set; where you only have one copy of each card? Is this a sensible place for it?
