This seems awefully pushed for a common - even Phantom Monster is not something we see outside of very pushed supplemental products.
It's Galvanic Arc! Which was awesome in its set. Even more so if you managed to pick up a couple of Drake Familiar, but plenty first-pickable on its own.
Menace is probably a little bit worse than first strike, so down to 2 mana is probably okay.
Holy Macaroni! That's crazy strong.
The closest variants currently are Sage's Dousing, Runeboggle, Spell Contortion, and Complicate.
