  $color$burst is a variant of sunburst that encourages decks able to spend more $color$ mana on a spell rather than mana of multiple colors.

  It has similar developmental issues where adding generic mana to a cost also means that you can pump more mana for a bigger output. Hence the mechanic is supposed to show up sparingly throughout this "block".
