Agreed that the draw ability seems a little weak, but I'm not sure that's the solution. Originally it didn't have the tap but repeatable Merfolk Looter didn't seem like a good idea. I don't necessarily want to prefer creatures over noncreature spells in UG. But there must be a way to tweak this.
Draw ability feels a little weak. Might work better as: UG, tap: Reveal the top card of your library. If it's a creature, you may put it into your hand. If not, you may put it on the bottom of your library.
From graveyard to play can be dies for shortness.

Otherwise you get issues when casting this for free or sometihng.
When Ojutai, Wandering Soul enters the battlefield, until end of turn, whenever a creature you control deals combat damage, draw a card. (This way it will work with double strike or extra combat phases)

I think this one can read 'each creature'. It is 4 mana and multicoloured
