So the original draws 2, puts a card back, and also taps before sacrificing. Not really sure why that last part is helpful?

This isn't quite "Scry 2, then draw a card" but... nearly.

And wow, that's just, terrible. Let's split the abilities up. Scry 2 until you see something you like, then go get it.

Much better. So much cleaner. A bit more effective, a reason to keep it around rather than use it at first chance you get. Doens't let you return an arbitrary card to the top of your deck but I think we can live without.

I wonder if this could be uncommon now? Probably not without also being blue.

Decided to do a little hole-filling. Mashup is a way to do that, right?

Rolled me a Flux. And, whaddya know; the set is missing card-draw. There's a couple of cantrip-artifacts; and there's a red looter. But no blue. And, um. Yeah - flux is red-looting.

So there's an obiovus fix - a blue-looting version.

The most direct one is: "Each player draws 7 cards, then discards 7 cards. Draw a card." Which is... kinda 'wow' powerwise? And I was more looking for a common or uncommon than a mythic. It's a nice mythic though. Set that aside (((Fluxx)))

I think it'd be better to fit with the saboteur this set does a bit of? Except the tribes for that are in {b/w} not {u}. Drat.

The next most obvious thing to do is make Conch Horn be a blue creature, rather than an artifact. Vodalian swimming band? (Like a magical mermaid verison of a marching band)?

That's.. actually, that's not a terrible idea. I'm gonna do that.

Having "{t}, Sac" is a super common template even today. In fact, there are 5 artifacts like that in Standard right now, not counting mana rocks or Treasure tokens. Not sure why that stuck out to you

So would you make it a Merfolk or a Siren under current creature types?

I was going to compare this card to the 4.2+ star Crystal Ball, and say that I would take this over Merfolk Looter any day of the week.

But then I realized that Catalog costs {2}{u} and Preordain costs {u}, and now I'm just confused.

Well, this is sacrifice to use where the looter isn't. So if you want to loot more than once, it's not as useful. But yeah, blues loot costs are all over the flipping place.

Being a better scryer than an artifact I'm ok with (blueness, creature-killableness and summoning-sickness).

But.. yeah, ok, maybe this has come out a bit too cheap. Given the costs of the other blue creatures are already low end (and heck, that's the case of the entire flaming set) maybe just reprint Mulldrifter and have done?
