This is a base 1 mana 2/2, which is better than either of these colors should be getting. It's a neat idea, but I think it needs Notion Thief wording for the card draw trigger

"Whenever a player draws a card except the first one they draw in each of their draw steps, ~ get +1/+1 UEOT."

Or make it a 0/1? Is a (post-trigger) 1/2 flyer for {u/b} 'too good' for Mythic?

I'm actually not sure. It gets into a complex debate of what Mythic is supposed to represent, and the importance of baselines. I suppose you could always make the card a -1/2 or -1/3. Personally, I don't think there's anything wrong with a 0/3 flyer for {u} or {b}. I just can't recall it being done.

Actually, I don't think anything this small should be mythic. It's not splashy. It's too efficient right now, but that means it's just a broken rare, not a mythic

I'll certainly admit that Wizards doesn't print a heck of a lot of cheap mythics. I personally wish they would. I agree that I wouldn't want them to be hyper-effecient cards, though. I'd prefer some more 'oddball stuff that Timmy can legit play on round one and wouldn't feel bad about it.' That's a tough design nut to crack, though.

The card Mise comes to mind. Maybe not that, but stuff like that.

The problem is, a mythic really wants to be splashy. But at one mana, well, there's only so much splash you can safely have that can be dropped on turn 1.

it would be really neat to see a -x/1 creature... this could work for it. As it only works in a really heavy deck.

maybe to make it okay on turn 1 just make it a -3/4 that way it can survive early on while still being able to get powered up (later turns the deck would have powered up)

i think that's good reasoning, but i dont actually know if discards needs to power up. This should also only trigger not per card discarded but per instance of trigger. otherwise RIP

Negative power is funky (I love Char-Rumbler and Spinal Parasite) and can help balance this, but it's not splashy. Needs to be splashy to be mythic

Anyways, I'm not a huge fan of negative power. Making this card splashy might be really difficult... i guess powerful one drops can't be mythic. I'm not sure what to use as a baseline here. Warden of the first tree is the only 1 drop mythic i can think of, and it passes the 'splashy' test. Hmmm... Maybe there is another way I can get the same idea across, while still having a decent design, that passes as a mythic. not sure, you?

what i notice on that card and what i think the 'baseline' for 1-drop mythic is and logically should be is it needs to have to power up.

this is a bit too efficient, but its splashy enough. so just find a way to make it power up first.

it does that already, does it not? the whoel card is about growing in power. Working great in discard decks, AND card draw decks.

If by power up you mean, make it 'better' then i dont think i can while keeping it reasonable. Think about the interactiosn with things like Dream salvage hypnotic specter windfall and even MY OWN CARD Shadowmaster

Luckily for you, i have an idea which fixes everything (and seems to be the way that you have to make these kinds of cards):

add a clause so when the trigger happens you may pay {1} or {u/b} and if you do, you get the buff.

This makes it much more appropriate

its best to give it a mana cost, blue doesnt ever do that and this is hybrid, and works very well that way :)
