The Harbour Guard keep a constant vigil over the sea, protecting Altarran harbours from all kinds of menaces.
All creatures can by default block creatures with islandwalk. You want to express that this creature can ignore the blocking restriction islandwalk creates and for that the 'as though' wording is recommended.
Also I always recommend simply not using islandwalk - especially not so often as to make this ability worthwhile. Maybe a good old Trap Runner instead?
