Who is it worshipping? The name really suggests a {w/b} card, not {u}.

The card itself is... 'tempoish'? Seems like it could be quite good in a flickering deck if it weren't for the color intensive cost. I would be tempted to make it cost {2}{u}. Maybe make that second ability "2 power" and make it a 2/2 to have additional 2s in the card.

Eh, maybe uncommon rarity with {u}{u} cost as a 2/2 that returns dudes with 2 or less power, scries 2, and has two modes?

I will change it a bit, but the name makes sense in the context of this set. Green/blue are a group of cultists dedicated to freeing Rezz'x, the elder being trapped in the Core of the Shifting Plane. I will make it more of a common card, however.

This card is now super awkward to play if it has no targets. Man-o'-War is at least a Gray Ogre. A 1/1 for {u}{u} is abysmal.

Maybe "... If you don't, scry 2"?
