While punisher effects usually are , this particular mix of effects has a consistent history in .
While I agree with your assessment historically, red in my set will usually be offering your opponent choices, rather than giving you choices. Do you have another idea for it's effects, rather than sacrifice?
I think this is fine in , it was more of an observation rather than a complaint.

Note: Choices written like this are made during the casting of the spell rather than during resolution - which is unusual for punisher effects (compare the above-mentioned Choice of Damnations).
I'm almost certain though that targets are still chosen as you cast the spell, but after choosing modes, so the timing on this is impossible...
This is my best attempt. Any other ideas on how to make it less muddled?

Targets and modes are still both chosen on casting, not resolution. If you want the mode to be chosen on resolution, you'd want
"Target opponent may sacrifice half the permanents they control, rounded up. If they don't, ~ deals two times X damage to that player."
