Her backstory is that she is a native of Ravnica, former member of the Simic guild, and once star pupil of Momir Vig. Since she manifested her spark she has travelled the multiverse seeking to extend her knowledge.
I am building a slight Black undertone into these cards to suggest that Elena has begun to drift from the strict scientific methods of the Simic into greyer areas.
Should her last ability target a player? That way it could be used offensively. Also, I don't think the "to a minimum of

That [-3] is a bit harsh. While I figure you've got some combo ideas in your head (I haven't looked at the other two cards yet, but they might be there as well), since, in most games I would only play one creature per turn, it would be very unlikely that I would ever throw away a Planeswalker to reduce the cost of a creature I'm playing by one. I'd suggest, at the very least, to make it a [-2]... but I think even [-1] should be fine, since I doubt doing it turn after turn would be too broken.
Other than that, I like the card. I like Biomantic Mastery, and I like the fact that the +1 and the -1 are setting you up for it.
Biomantic Mastery is pretty powerful, but actually not as game-winning as most planeswalker ultimates. But the fact she has a +2 means -8 is a reasonable cost. I also think the middle ability is very weak; it'll usually only be a Llanowar Elves or Urborg Elf, and occasionally a Greenweaver Druid. Could be -1 or even 0.

I had considered making the second ability put a +1/+1 counter on each creature you control but thought the cost reduction would work better - was originally

It also helps cast your bigger stuff later in the game.
I had several ideas for other cards to go with Elena as her signature spells. One was a rare sorcery that converted +1/+1 counters into 1/1 token creatures (great for with ultimate) another was The Island of Elena Moreau/Elena's Isle an obvious homage to the inspiration source of her name which I will save for if I use her in a set.
