So how many cards does the planar deck have again? 10? IMO those bonuses should be a A LOT higher to feel like a proper reward.

From the phrasing I am not certain you take into consideration that Lorwyn and Shadowmoor are not the names of plane cards, but planar types. A ten card planar deck could of existing cards alone contain:
plus two phenomenon cards that immediately cycle. Overall that makes a 62.5% chance of planeswalking to either of the two planes - ignoring any plane cards I am going to add.
That seems like decent chances to me and encourages theme decks. :)
