Oddly, gnomes on flamingos appears to be a thing. I don't know why.

3/3 haste for {4} is quite strong; even without horsemanship.

It is indeed, but Wizards printed two different 3-power haste creatures with another upside, in Kaladesh: Snare Thopter and Iron League Steed. Admittedly those were both uncommon. I'd expect this to be uncommon too.
