Seems right to me. This is right on the border of how good a common equipment can be; in many sets this'd get bumped to uncommon. But the costs seem right. The original rule was that for an equipment that gives +X/+Y, it should cost X with equip Y or vice versa. (See Leonin Scimitar, Vulshok Morningstar, Vulshok Battlegear, Bone Saw, Shuko.) Then they realised that Vulshok Battlegear was a bit too strong and started printing things like Warlord's Axe and Greatsword.

The printed Equipment this is most comparable to is Manriki-Gusari.
