That blue mana feels undeserved.

So... is this supposed to exile when it resolves from Suspended-Flashback?

No, it will just go back to your graveyard as normal.

I do think it might make sense to just go monoR. I also would not be surprised to see it go to 3 time counters.

That seems infinitely repeatable. Which is possibly going to be very repetitive.

Still, it won't come back that often, so maybe not too horrible.

Well, it is a reference to Arc Blade, which keeps dealing 2 damage forever. This requires 6 mana each time to keep going, but can kill 4 toughness guys if you flashback the same turn it unsuspends, which is why it probably needs to go to three counters as well.
