Blue Hatesquire. Purely aimed at the mythical "legacy plus random custom cards" format.

Might need to reword this mechanic. Right now it has the "Old Sliver" problem where laws apply to everyone but the punishment only applies to opponents. Or maybe its more flavorful that way? I am half inclined to add (The law applies to everyone.) in reminder text.
