Worse than Clockwork Vorrac / Clockwork Hydra, and much, much worse than Steel Overseer.

I like the flavour, so it's worth tweaking the numbers so it's still suitable for common (which Steel Overseer obviously isn't), without being completely outclassed by those others.

Yeah. My concern out of control a common this guy could get in a few turns may have been overdramatic. Especially since, most people will play him incorrectly, attacking when they should be pumping, and pumping when they should be attacking. Giving a little booster shot.
