On the second ability: Cool I guess. I'm usually more interested in 'walkers that can activate their abilities twice per turn though I remember making a red instant that enabled you to activate abilities of any permanent and opponent controls. IMO in this card the concept is rather wasted as it's entirely devoid of flavor and is just tacked on there. Mechanically it's passable but it lacks the "soul".

On the first ability: Why would you want to give blue access to what is basically a ritual? It's clearly a green ability.

It's also a Black Ability (Dark and Cabal Ritual), and a Red (all the red Rituals) ability. I was thinking of how I would do a blue ritual and I thought throwing back to the Urza's block 'free' spells might be an interesting way to express generating mana in Blue. It's more of a thought experiment than an actual stab at coherent concept. I'll probably rework some of it later. :)
