This is a strictly better than Catalog which I guess is kinda fine. It also is pretty much an instant speed Careful Study you can repeat infinitely. The safe cost for this card would be something along {3}{u} or {4}{u} IMO. Now it feels just absolutely bonkers. Probably every blue deck in this environment would go with this. Too good to pass.
