In the end, I think it's possible the opponent is really left with only bad options (like with Fact or Fiction) so it's just busted.

I think this could be fine at {1} {u} for Divination-with-drawback. {u} seems somewhat overpushed. Cantrip decks like Jeskai Ascendancy would love this very much.

It always gets my eyebrows arching when I see a card that might need to be restricted to one in the Vintage format. Some decks don't have any bad options.
