I think it's more confusing what happens with instants or sorceries. They end up completely blank, right? But I don't think that's especially clear.

Huh. Comp rules 112.4a say "Spell abilities are abilities that are followed as instructions while an instant or sorcery spell is resolving. Any text on an instant or sorcery spell is a spell ability unless it’s an activated ability, a triggered ability, or a static ability..."
So yes, by my understanding, de-activates instants and sorceries entirely. Although I didn't know that until I looked, I'd never heard "spell abilities" before anywhere. Maybe I'd hear it more in a Murganda block.
Might need tweaking, right now, it's effectively "counter non-creature spell" plus nerfing many creatures, especially powerful ones. That's a reasonable spot, a slightly weaker cancel, but maybe focussing on one or the other would actually be simpler, I'm not sure.

Yeah, instant and sorceries affected this way just won't do anything as they resolve -- we thought that was the more clear interaction, so we just have reminder text for permanent spells right now.
It's probably mostly better than a negate right now, so we've discussed likely kicking it up to UU.

This still needs to interact well with a major theme in the set to be worth including.

Vanilla is one of the themes of the block/plane, yeah. I think this is the only U card that will do anything related to it though.
