Yeeeep. Granting partner to arbitrary legends is very, very, very strong even if you're only having two commanders. Granting three commanders as well is another huge advance - no reason to have them both on the same card...
...hang on. When does that first ability function? Is it only if this is one of the commanders? I guess that must be the intent. Right, OK, so it's not grouping three arbitrary legends at once, just two-plus-this. I think that should be spelled out or worded differently: something like
> Your deck may have up to three commanders if ~ is one of them.
The second ability I also think wants tweaking for clarity: just replace "your commander" with "a commander", since you're doing partner things.
There's a separate question as to whether this is balanced. I fear it's absolutely not. Most egregiously, even if you double the lifeloss, Oloro, Ageless Ascetic completely cancels it out and lets almost any red/green deck splash whatever other colours they like.
Even if we assume the EDH Rules Committee ban using this in conjunction with Oloro, there's probably some mad combos that can be assembled between arbitrary legends, and 1 lifeloss really isn't enough to dissuade it. Think of it this way: you're granting any EDH deck's commander a free Time of Need at the cost of Wanderlust, plus nuking most of the colour identity restrictions. And 1 or 2 life per turn is nothing compared to EDH life totals.
Now if the cost were "discard a card for each time" rather than "lose 1 life for each time", that'd be a more significant restriction.
This card is in heavy flux, yeah. It was a thought exercise and now the rules and balance wrecking ball comes in to make it fair. :)

I think I saw an earlier version of this that had the clause you loose life at each upkeep for each commander you have in the command zone. Not what it is now, just each time you have cast a commander this turn. I would definitely go back to the other option. As it stands I really don't know why anyone wouldn't run this in commander.
