I assume the maelstrom counters and charge counters are meant to be the same thing?

It is possible to put charge counters on arbitrary permanents, but it's quite a bit of work... :)

I do really like this kind of design. Encouraging people to focus their deck around some quirky criterion that doesn't usually matter. Reminds me of Emissary's Ploy: if you pick up this or that in draft, it'll encourage you to focus your subsequent drafting around cards of a particular CMC, which is very interesting.
