Interesting card. Its a nice twist on White's recurring ability but the +2/+2 may be too much as this becomes a 4/3 flyer which is quite strong. Maybe drop it to +1/+2 so its a 3/3 which would also balance it. Also I'd make the ability read...Return target creature card. If you want to keep it at +2/+2 then the mana cost in the activation should be {w} at least and more likely {1}{w}.

The problem with re-wording the ability as such, is that targeting can only be done in the effect part of the ability (after the colon) and not as part of the cost. If it's done as part of the effect, you would have a chance to get rid of the targeted creature card before the ability resolved, thus getting around the "payment" of a creature card for your opponent.

As a side note, this ability is not very fun in limited testing. Nobody likes giving their opponents free creatures... I may cut it for something else.
