Interesting in that it combo's with itself for 3bb. Also 'Test for color' seems much stronger than other test variants.

5 mana to get any card in a B deck-this is good and its value only jumps when applied to Eternal/Commander formats. Jumps quite a bit.

And see, I love what it can do in a mill deck...

I think it's cute too.

Does the first ability need the exile, rather than just "Search target player's library for a card, then shuffle that library and put that card on top of it"?

I don't understand, why mill, why does that make a difference?

It's targeted mill. Put their best card on top of their deck, then mill it. Like Sadistic Sacrament, Neverending Torment and other black mill cards.

Oh, of course. Thanks. Yeah, indeed, it's a long term advantage, but if your opponent has one bomb, I can just see their face when you mill it. OTOH, it's fair-ish, since you need to be playing mill as well as this, and if they have any instant-speed card draw, they can reverse it.

It's also a decent 4-mana tutor, of course (which goes via exile for some reason? Is the exile zone public?)

The exile zone is public, so this isn't strictly better than Diabolic Tutor. It is still basically precisely equal to Diabolic Tutor except that you can help out an ally, or pair with mill cards to get a cantrip Extract.

Interesting observation. I’d overlooked the public exile element. Probably helps balance the card, since seeing an opponent’s entire library is (almost?) always a rare effect.

It'd probably be clearer if you just said "Reveal it, then put it back" rather than exiling it at all.

Only exceptionally pedantic people would interpret this to mean that you found the card, shuffled it back into the deck - whilst holding onto it - then put it on the top.

... ok, maybe use reminder text?

The card needs to allow for the owner of the searched deck to do the shuffling. As such, the wording gets really wonky. Exiling the card was the simplest way to set it aside, direct the proper player to shuffle, then get it back on top of the correct deck.
