I was worried about this kind of rules complexity at common, but then I came upon Cerulean Wisps. The purpose of this mechanic is to showcase Black solipsism.
I haven't yet devised a clever way for other cards to take advantage of this effect. I'll have to keep in mind that the use of this card frustrates doom blade, ostensibly a drawback.
This is a good ability for common... possibly a cycle. It's just screaming to be a part of a 'color matters' block. In normal magic, though, it's a bit of a waste of space. Without heavy support, I assume this card would be the butt of a few snarky comments by frustrated players.
Maybe your set could have a 'black makes things black' theme? Add an enchant creature that gives a bonus and happens to make a creature black as well, and a creature that taps to make another creature black and gives intimidate perhaps? Throw in 7 cards in block that care about whether a creature is black or not and voila: minor mechanic.
I like the idea of a colour-matters block. But the plan for this set is to focus on Black alone (like you said, a 'black makes things black' minor mechanic). The purpose of the mechanic is to represent an aspect of Black's solipsism. I'm reusing evil presence and a lot of swampwalk for the same reason.
I'm planning on making a crowd of cinders aura at common. Adding a 'this creature is black' clause to that aura seems like a great idea. Now I just need to think up a name for it.
This is reminiscent of Darkest Hour. There's no reason for that to be rare these days.

Wow, singe is a cute card. I'm not sure I mean that in a good way.
In its set, it did a few things; like it could frustrate an attempt to cast Fleetfoot Panther to save a white 3/3, for example. Similarly the Niveous Wisps cycle were put in a set with lots of "colour-matters" cards.
