Drawing from Quarry Colossus, the wording should be:

Return target nonland permanent to its owner's hand.

Steam powered - If {c} was spent to cast ~, instead put that permanent into its owner's library just beneath the top X cards of that library, where X is the number of {c} spent to cast ~.

Drawing from Oust, the current template is okay. Quarry Colossus's template puts the card one slot below, which is one turn farther from being played, and which is a big deal.

Wizards has changed the template since Oust was printed, 6 years ago. See also Unexpectedly Absent.

I am fine with a change in template for the more recent one. It just makes the card slightly more powerful and less blue than white
