The FAQ makes it sound like the double-exile trick is by design, instead of an unfortunate loophole.

Absolutely. I loved untapping Mangara of Corondor, and this guy is a deliberate attempt to enable the same thing slightly more easily. It's still not very easy to trigger him, but there are enough ways for it to be interesting.
