That, and flavor. And the indestructible has its own use as well: If you swing into an ambush and a doom blade, preventing the damage helps some, but this gets you out of the whole mess.

Exactly. This is a little more complicated for mainly flavor reasons, but also has some mechanical consequences as well. What if, for example, your opponent is running a poison deck? Those -1/-1 counters still land on the chosen creature.

Indestructible and fog are a fine combination. Unless this set cares about e.g. infect damage, I think this is an unnecessary complexity. Save it for a set where it matters.

Nope. It absolutely doesn't work flavor-wise any other way. The damage has to be dealt to the single creature.

And it's not a color bleed, Palisade Giant exists.

I think the color bleed he is referencing is the shardblade.

Balance Notes: More expensive and only marginally different Safe Passage isn't where a rare wants to be, so let's boost this a bit. I'll get on that.
