The reason that I thought 2 or more spells was related to tapping was that if your opponent is trying to deploy multiple blockers in a turn this will help you get past them.
I don't think that "no spells" and "tap creature" are related or synergistic. I would rather slow down someone who is speeding than someone who is hiding things (or top decking land). White has a history of limiting the number of spells someone can play. punishing people for not playing spells is more of a red thing.

This card actually has the wrong law due to a copy/paste error :P
