This would make a good cycle. If possible, I also want to do one at uncommon, and maybe even rare.

Balance Notes: The closest precedent I could find was Magewright Stone, which can only untap a specific subset of creatures but doesn't require you to be in white or need to wait for your opponent to play a creature. This should be fine.
