Green's take on revolution is a little bigger than the other colors, as it's more meant to go midrange. ({g}{r} being the 'midrange Revolution' colors.)

In this case, Outlands Recluse is meant to be a little on the less playable side, so he floats to the revolution decks. When it hits the board and immediately transforms into a 5/5 with Hexproof, it's much more impressive - but that requires other revolution cards to help it out.

both this and (((Jungle Elephant))) are 5cmc green common 4/4's

What about making the from side of this a 3/5 without defender.

We already have (((Repressed Prole))) and maybe Conveyor Worker as the floating revolt cards. This should be more a payoff finisher card to make you want to take the crappier revolt cards.

Sure. A 3/5 to 4/6 seems fair.

I was thinking keeping the back side as a 5/5...

Ah, my apologies. I just followed the pattern I have been. Currently all common Revolution gives +1/+1 and a keyword, or +2/+2. I'm following the example of the common Werewolves in Shadows of Innistrad, trying to limit complexity.

While there -is- the P/T indicator, I figured a simple pattern is still for the best, you know?
