It's deliberately meant to play well with an empty hand. I think that's design space red could have - drawing cards when empty, much like how white can draw cards when it's doing very white things.

Pretty sure this should cost at least RR. It's strictly better than Tormenting Voice / Wild Guess. Although Dangerous Wager is similar, but a slightly weaker instant.

Maybe we should just reprint dangerous wager instead
