The whole idea of laws was to benefit from your opponents breaking them, not rewarding you for breaking them.
I know it's memetic, but this is very much against the spirit of the mechanic
I think this is meant to read "It's against the law for a player to have a permanent with that name ETB under his or her control"? i.e. it's intended to be used on opponents' stuff. Could even fix that by saying "target nonland permanent an opponent controls".

When I first read this I assumed it was only until your next turn like reflector mage. I don't like the memory issue of this permanently remembering the name of the target.
added a duration to the continuous effect set up by the triggered ability. I would be happier if that is not how laws were made.
