I like the idea, but this cycle feels very weak...

If you can only activate this ability every other turn AND it screws you over for one mana, it should have a stronger effect.

(For this card I suggest 2 damage and 2 life)

Also, there's probably some way to cheat this but maybe not.

The only issue I have with this card is that it's allowing mono-white access to drain effects. It does get those occasionally, but it's rare and it always feels like a color pie stretch.

The power level is probably fine. Look a Leechridden Swamp.

I think I'm okay with the stretch in this case. The WB faction cares about having more life than other players

I actually think this cycle is quite well-balanced. You clearly recognize that a full tapland already provides a reasonable service fixing your mana and "double tap" drawback is appropriate for uncommons that are otherwise cheap.

I agree that the life drain feels undeserved on this card, but without life loss this is clearly also not all that black - the issue when dealing with hybrid mana.
