What does the "then" in the text mean? Do you draw a card when this ETBs, or when this LTBs?
To me, it means to draw a card when this ETBs, especially with no defined end to the duration of the exile.
This seems needlessly complex. Why not just bump the cost to 4 or 5 (from the 3 of Banishing Light) and tack on her cantrip?
