Yeah, it's broken in any format where Ancestral Vision or Hypergenesis is legal, but that's just Legacy and Vintage and those formats are pretty broken anyway.

Problem is, it doesn't really do anything unless you have a silly 0-cost card. There's not much point playing it if your deck just contains a couple of Ornithopters or suchlike.

ROFL. I love how a blue card with no abilities is broken :) (One of the most minimalist spells ever seen, although I think my "Spectral Gust" beats it by a narrow margin. I don't know if we'll ever see a completely vanilla instant or sorcery :))
