When did blinking become a green ability? Is this supposed to be a weird attempt to create a targeted Brand?

Circeus, the intent was for this to 'shatter' a Mecha. It's a very unique effect, certainly, but it doesn't seem out of green's color pie, which negatively handles artifacts all the time. Still, it's definitely questionable.
