I'm not convinced. We need more mechanics that interact with one another, but don't necessarily depend on one another.

Canisters are pretty good on their own. Justice is standalone. Revolution is standalone. Canisters work pretty well with Revolution. Surge is dependent on either Revolution (which doesn't happen too often) or Canisters.

Surge seems a bit too parasitic to me.

Surge isn't parasitic - it works well with any activated ability on any card. There's a LOT of activated abilities in Magic.
