Fighting for the same slot as Fill Canisters, I assume?

Do we need to have the sacrifice clause here? I understand what is meant flavorfully, but unless you make this an instant, it's kinda silly/weak

When I tried to add this to the BR Renown deck for a short time, I just gave two free canisters, which seems a fine card for red to have honestly (though given it's movement to UG primarily, I am not sure which color should get the pure " make canisters" effect

Edit: So basically I like Fill Canisters more
