Brainstormed Laws:

• Casting a spell that targets a creature you control is against the law.
• Casting spells during combat is against the law.
• Casting two or more spells a turn is against the law.
• Casting no spells is against the law.
• Blocking creatures you control is against the law.
• Transforming a permanent is against the law.
• Activated an ability of an artifact or creature is against the law.

These cards trigger when any law is broken, not just this one. Is that intentional?

The wording also seems very casual. Regardless, in a multiplayer game, it may be confusing to remember who broke which laws (if that matters).

It is very intentional that any broken law triggers all Justice effects.

As for "wording seems casual", it's actually very precisely phrased; it's just flavourful too. That's the direction Wizards have been going in recently - see "When Renegade Krasis evolves", "When Sidisi's Faithful exploits a creature", "When Nessian Wilds Ravager enters the battlefield, if tribute wasn't paid", "Viridian Betrayers has infect as long as an opponent is poisoned", and so on.
